This seems like an obvious typo to me: https://github.com/mpi-forum/mpi-issues/issues/91 I submitted the corresponding pull request here: https://github.com/mpi-forum/mpi-standard/pull/36 I will not be at the next MPI Forum meeting to shepherd this through.
