gcmat is finally getting off the ground and will be needing all 200k core hours through out the year.
They were granted 24k for the first half, and I gave them another 10k so they can continue their work.
Is anyone vehemently against granting them the difference in time from what was given to them so far (34k) and what they requested for this FY?

As of today, 10/6/15, we are down to 13596 hours in our allocation (original allocation for first two quarters was 24,000 hours [requested 200,000]). We have to run another set of large allocation runs (~10000 hours each) for a sponsor deliverable on October 20, 2015. You only received 24,000 hours because of your usage of project time in the last fiscal year (just shy of 7% usage of the allocation granted last year). Your POC was not aware that you would actually be using the time this year as well and so the decision was made to scale back your time request to be more in line with your usage from last year. Completely understandable. The project had some delays in putting the model together so the actual running of the computational experiments kept getting pushed back.
I will grant 10,000 hours in the meantime

This is your allocation for the first half of FY14 (Oct-Mar), granted on Oct 1. Due to high demand for computing time on Blues, we had to scale down the number of hours given to projects this FY. Half of this allocation (12,000 core-hours) must be used by the end of the first quarter of the FY (Dec 31).
The Allocations Committee meets 4 times a year to review allocation requests. At the September and March meetings, they review all projects for a 6 month allocation. New project and additional allocation requests are reviewed at each meeting. Project balances are zero'd out at the start of the fiscal year. Allocations given for the first 6 months of the fiscal year become active on the first day of the fiscal year (October 1st). All other allocations given become active immediately.
PIs can request more time for their project at any point during the year via the project management web pages. These requests, like the annual requests, are reviewed by the committee in the context of the overall usage of the cluster.
