[Release-team] Release Notes required for August build

Hi All, For the next build, updated Release Notes will be a requirement for deployment and checked by the release team. The notes may seem minor, but are important for marking progress and announcing new features/fixes to the community. See https://trac.kbase.us/projects/kbase/wiki/ReleaseNotesStyle. Please also take a few minutes to ensure your module meets the other requirements for deployment.
