I created two new tickets on mpiwg-tools/tools-issues:

* Unique identifiers for MPI_T variables and events https://github.com/mpiwg-tools/tools-issues/issues/12
For the former I created a its own branch of the standard and placed the header file that has been the base of our discussions so far in the subdirectory 'source' of the tools chapter. I hope that repo is easier to access for everyone.
