[Mpi3-tools] Minor updates to DLL locations proposal text

I just updated the text in SVN; minor tweaks compared to the last text. I used changebars to indicate the changes. I mainly tweaked the example and added a Rationale section about why we have a unique public symbol for each interface type. Other changes were very minor / cosmetic. -- Jeff Squyres [email protected]
