[mpiwg-io] MPI I/O working group updates

Hi all, Several items from today’s working group meeting: - We deferred voting on deprecating the split collective operations so that there could be more discussion on Slack about whether to add nonblocking ordered read / write operations. - We decided to cancel the working group meeting on Nov. 15, due to its proximity to SC24. - Chen, Edgar, and myself are all going to SC24 and would like to have a get together with any other members of the I/O working group.
