[Mpi-forum] Procedures Reading and Vote Announcements for June 2020 Meeting

Hi all, I’d like to announce formal readings and votes for the procedures changes that I read earlier today. For both of these proposals, I’ve made changes based on the feedback from the group so they are hopefully both acceptable to everyone.
