[Mpi-forum] Draft standard

If anyone is aware of a reason we should not drop a draft standard at this stage, please let me know ASAP. I would like to put up a version in preparation for the meeting next week. This is late, but the last set of big changes that I am aware of were put in yesterday. Thanks, Rich
