we adopted the "de-camelized" version of the module declaration. I send the code around awhile ago on how to compute this. So, in short, if you have the module declaration from the spec file you can compute the service url. ModelBuilder appears to be broken - I can't list any workspaces on the very first step, and can't create them either.
