The static data files work when downloading from shock with the wrinkle that I'm not exactly sure how the auth works for Shock (i.e. if someone aside from me tries to download the files,will it fail?), and that I had to install the new version of the Requests library on the test server so that I could connect to Shock (if the test server won't change, this is fine). But with this change all tests pass and we can use the same config for both production and for testing.
