Just as a reminder: the next MPI-3 tools WG meeting will be on 4/26 at 8am PDT,

Here is the current proposal. I fleshed it out in general and incorporated all of the notes that I have. If I'm missing something that someone suggested/requested at the last telecon, please let me know and I'll add it in.
