Hi all,

Brandon has created a proposal for adding nonblocking and persistent versions of the send & receive operations.

I've made his branch into PR#104:
https://github.com/mpi-forum/mpi-standard/pull/104
and linked it to issue#125:
https://github.com/mpi-forum/mpi-issues/issues/125

This seems like a straightforward addition. Does anyone want to speak for or against it?
