Last meeting we were supposed to have the first vote on ticket #171:

Change MPI_C_BOOL external32 size to 1 byte
We did not do this, and there was a suggestion that we make an exception, and have a mail vote by those organizations that were eligible to vote in the last meeting, and were present at that meeting.
I propose that we go ahead with this vote on the errata. If people
object to this, please let me know by Friday, Dec 4th. If there are
no objections, we will follow with a 2 week voting window.
