Nowhere yet, unfortunately. There's an old draft copy from late 2010 here: http://meetings.mpi-forum.org/MPI_3.0_main_page.php But all the recent stuff is still being merged into the official document. Then we have to review it internally a bunch to make sure we got everything right. The plan is to release MPI-3.0 at the SC trade show this year (Nov 2012). For better or worse, the Forum has chosen to control internal copies of the document, meaning that they're not publicly available. There have been several blog posts and tutorials about new things coming in MPI-3, if that helps. They do point to the ticket system that we use here in the Forum for new proposals, and individual tickets do contain all the new text that will go in to the MPI-3 document. What is the status of having a first draft of the chapters available ahead of the July meeting?

The first cut at the agenda for the July meeting of the Forum is on-line. As I mentioned at the last meeting, the goal of this meeting is to get the 3.0 standard ready to be released as a draft standard - all but the last vote, and perhaps a few ticket-0 minor edits before the final vote in Sept.
PLEASE NOTE: we will start as usual at 1pm on Monday, and go through 2:30 on THURSDAY - this is the first of the meetings where we shift to a quarterly meeting schedule.
The registration page and hotel information should also be available very soon - final logistics are being handled.
