Hi all,

As you probably know, I have been working on adding hyperlinks to the 
MPI standard document. The hyperref package complains about missing or 
doubly-defined targets so this process brought up quite a few 
inconsistencies across many chapters. I tried to fix most of them and 
some where addressed by the CCs already in separate PRs. There is no an 
issue for the PR with a task list for CCs to tick off after they checked 
their chapter in the PR:

All tests pass in the PR, after adjusting the LaTeX checks. There is a 
handful of missing symbols that are addressed in separate PRs so please 
only check the changes in #954. Clicking on links for which there are no 
targets defined leads to the first page of the PDF document. Unless they 
occur in your chapter, please ignore broken links for now, these should 
be addressed by the PRs below. If you have concerns with the changes in 
#954 please leave a comment on the PR.

I hope this can make it into 4.2 so I would appreciate eyes on it in the 
next 10 days. I am not sure whether this should go through the full 2 
votes or comes down to an editor change, since there are no semantic 
changes. Maybe Wes and Bill can advise on that.
