The prebuilt (currently only static) kokkos libraries for OpenMPTarget and SYCL backends are supposed to be built with -fPIC for position independent code. If any of them appear
not to be, let me know.

Hi William,
You have a couple of pages in the Confluence JLSE website that are updated frequently.
I personally tested with Uintah with the OpenMPTarget last week and didn’t see any problem but we might need different flags.
Tim and Patrick will be able to reply more about the OpenMP Target build and Daniel about the SYCL build but at least you can start there.
