This patch adds $(external_libs) to EXTRA_lib_lib@PMPILIBNAME@_la_DEPENDENCIES and EXTRA_lib_lib@MPILIBNAME@_la_DEPENDENCIES so that dependency for $(external_libs) is correctly checked.
