If we do that, it will hinder the POC from making a decision in the meantime (and us getting this spreadsheet in the POCs hands). So we can get the sheet out to the committee, can we do what I suggested in parallel with what you did?

Most of these projects never requested a FY16 allocation but were granted a 50k startup in FY15. For those that didn't request FY16, should I just put their FY15 initial request as the FY16 request?
