Epidemiologists were very early pioneers of data analytics. She showed that death rates from hospital infections were many times higher than death rates on the battlefield, and she was able to successfully lobby for sanitary reform in military hospitals. This work was at the cusp of modern germ theory in general. Another great example from that time period was John Snow’s studies of cholera in the 1850’s (https://en.wikipedia.org/wiki/1854_Broad_Street_cholera_outbreak). There's been a lot of research done on epidemic tracking in the US with very detailed modeling for the entire country and for specific cities as well. EpiSimS from Los Alamos is one example. The problem as you say is that no actionable plans were built around the modeling.
