Below are the details about the internal pre-proposal process for the Office of Science Early Career Research Program.  As noted below, for the internal process pre-proposals must be submitted by 5pm Friday, December 13 to Silvia Mulligan for ASCR.

 

PIs will be notified of decisions by COB December 17.

 

Also, a reminder, that if you plan to submit ECRP pre-proposal, please notify the appropriate POC based upon the target area:

 

The POCs will help with communication with the appropriate PM as well as identify a mentor and red team for the proposal review.

Thank you for your interest in the Early Career Research Program. The purpose of this e-mail is to provide information on the pre-proposal process and associated deadline dates. Information on the full proposal process and directions for the Portfolio Analysis and Management System (PAMS) will be provided in later communications.

 

Full information pertaining to the call can be found at https://science.osti.gov/early-career . The national laboratory announcement is LAB 20-2173: https://science.osti.gov/-/media/grants/pdf/lab-announcements/2020/LAB_20-2173.pdf  . Please read the solicitation carefully and be aware of all aspects of the process that are required. Note that the research areas allowed under the call are quite specific for each program and sub-program and details are provided for each program in the solicitation. This information should be carefully scrutinized to ensure responsiveness to the FOA.

 

First, please note that to participate in the Office of Science Early Career Research Program, submission of a pre-proposal is mandatory as part of the DOE process. To ensure that all submitted ANL pre-proposals are responsive to the Office of Science research topics and are of the highest quality, the Lab will conduct an internal screening process to determine which pre-proposals will be submitted, as follows:

 

  1. Each PI interested in being considered for the program should identify and work with a mentor or set of mentors as they develop their pre-proposal.

 

  1. Pre-proposals will be screened by the cognizant program point of contact (POC) in consultation with their respective ALD. Each interested PI is required to submit by e-mail a full pre-proposal, as specified in the solicitation to the area POC listed below, and Vivian Sullivan at vivian.sullivan@anl.gov. In the e-mail submission of the pre-proposal, PIs should include the name of their mentor(s), the program area for the subject of the pre-proposal, and all other required information as listed in the solicitation. If a PI has previously submitted an unsuccessful ECRP proposal, they should also attach their previous reviews to the e-mail.

 

Preproposals must be submitted by 5 pm Friday December 13, 2019.

Note: Given that the holiday break will reduce the available time for feedback and revision, please be sure the format of the mandatory header (page 54) and the content and organization of the collaborators, advisors and advisees page (pages 54-55) meet the requirements of the call when you submit for review. Leave a space for the Laboratory Director’s signature. Feel free to reach out for a quick format check (vivian.sullivan@anl.gov ) before you submit your final version.

  1. A committee consisting of the Deputy for Science, ALD representatives and the program points of contact will review these pre-proposals, and select those that will go forward. PIs will be notified of decisions by COB December 17.

 

  1. PIs who are notified of positive decisions will have an opportunity to make final improvements, and then must e-mail their final pre-proposals and all required information to Vivian Sullivan at vivian.sullivan@anl.gov by COB Friday January 3. Final submission in PAMS will be done by OCF by the January 7th deadline. Information on PAMS will be provided separately.
