When I worked for Biotechnology and Biological Sciences Research Council (BBSRC) in UK, I interacted with mathematicians, who developed very sophisticated epidemic models for British government. It is all a well known science, which was developed for decades. British scientists developed stochastic and deterministic models at the national and world-wide scale at very high resolution (some of them were at Simcity level). They also modeled unrest, panic, and hysteria in the society. They also developed various national emergency plans how to stop and slow down spread of disease. I am sure US had similar research done and it was apparently mostly ignored. All preventive mechanisms work only in very early stages and we clearly passed it.

It's kind of crude (mostly just mean field theory, really). But gets the point across --

Modeling the contact process as a weighted graph is more realistic, if people have time to make their own models.
